When you are robbing in Mafia Wars both higher and lower level members help. Anyone from your mafia can help you rob and fight no matter what their level. Found the answer myself while robbing. The number of mafia members you can bring is whatever your current level is. So if you are level 50 you can rob with 50 of your mafia. Once you get lvl 51 you could bring 51 mafia. When I first read about robbing they said something like you can bring with you mafia up to your level, and I took that to mean your mafia members level. But after watching how many mafia I attacked with I noticed my mafia's level didn't matter. Whatever level you have achieved, you will bring that many mafia to rob with you.
