because salt lowers both the melting and boiling point of water. if it is raised, then it will melt because it is no longer cold enough to freeze the water

Salt doesnt melt ice; it lowers the freezing point of already molten water preventing it to refreeze and presence of water with lower F.P. means this salt water can lose more heat to ice before freezing thereby melting more ice which turns salty as soon as it melts and the process continues.
