Why is serial killing a problem?

Nobody has the right to take the life of another. A society that preys on each other cannot survive. In order to live together, especially in a democracy, there are certain rules we all must follow. In the United States, which has the overwhelming majority of serial killers, these killers cost the taxpayers billions of dollars. The resources to track and arrest, try them in court, contain them in prisons is an enormous burden. But of course the worst is the loss of human life.
