It has a very high dose of nicotine, which makes it very addictive. The first time you try it you will probably feel sick, even if you are used to nicotine, which makes it hard to pass the product in "should we allow this 'new' product"- tests. The world has no need for another tobacco product, although Snus hasn't been proven to be dangerous. Yet.
first thing: snus has less nicotine. second thing: It's not new. it's just new to the U.S. And it still ain't that new.
Snus is not illegal. I buy it all the time although I have to buy it online because the States will not carry the real stuff where I am at.
