Nintendo posted a poll in Japan only on which third party character most people wanted in Brawl, and Sonic won. Nintendo then reached out to SEGA and they made a deal. its simply because sonic was not included in melee. i guess Nintendo didnt even think of adding sonic to the game until they were making brawl or something.
