It isn't. This is a fallacy that if you pay a higher price for water that it is better. Studies have shown that tap water is just as good as "spring water."
Bottled spring water is often not better for people because it does not undergo the same rigorous testing for impurities as a city's municipal water supply, which is the origin of tap water.

Tap water can affect plants because some tap water may have excess salts that can prevent the roots from absorbing nutrients and enough water. Chlorine and fluorine can curl leaf edges and produce leaf spots and singeing.

Depends on what company you're comparing tap water to. But most bottled water companies use filtered water (the same as tap water). In most cases bottled water is not purer than tap water. Note that tap water is not the same everywhere, not are all brands of bottled water the same. But legal requirements for water purity are the same for tap water as for bottled water. In some cases, bottled water actually is tap water, that has simply been taken from the tap and put into bottles.
