The Earth has been divided into 24 time zones of one hour each. Each of these zones covers 15 degrees of longitude. As the local time differs by 4 minutes at every longitude, it would create a lot of confusion regarding time for any country as a whole which may stretch across several longitudes. Therefore each country selects a central meridian and the local time of this meridian is the standard time of that country.

So Railroads could print one standard train schedule for their entire line without having to account for every individual town's local solar time. That is why it was called "Railroad Standard Time".

The first reference to what time it was, was the position of the sun as it changed over the day. But this meant that the only places which had the same time simultanously were places that lined up north/south. All places to the east/west had other times. As long as walking pace was the fastest that most people traveled this worked out just fine, but once trains and telegraphs were introduced it got difficult. These traveled fast enough for the old idea of time to be inaccurate to the point of causing difficulties.

To get around this, one spot was chosen as a reference point. and the time there became the time for a whole area - whatever the sun said. This became Standard Mean Time.

Then, as the sun mismatch became too obvious, the local time was adjusted to standard mean time +/- a whole hour. This let people stay fairly in synch with the sun, but still made it possible to know when a train would arrive, or when a telegram was to be sent.

If you don't have some sort of standard time, how will anything ever be on time like railroads and buses and airplanes? You have to have some sort of standard for everybody to follow so that they can coordinate together and make things work out right.
