Since there is population decrease in the suburbs because of city centres, building new factories in the suburbs will lead to population increase instead. Immigrants tend to first settle in the centre of cities because of more job opportunities and social factors. Tearing down inner city factories and building new factories in the suburbs are profitable for a large corporation because because of the factories , there is more pollution inn the centre city. By "moving" some factories to the suburb, there won't be as much pollution in the centre of the city.
