ATX technology is related to the SMPS in which when the user shutdowns the PC, there will be power supplied to the motherboard until the mains are removed. Thus ATX technology helps in remote start up of PC whereas this is not possible with AT technology where the power is totally not supplied to the motherboard when PC is in shutdown state

The computer will only consume what power it needs. No diffference. if you have a 350watt power supply, and it is using more then 70% power consuption, the life of that power supply will be short, so always aim big when picking out a power supply, ie: 50-100 watts more than what you would actually need.

you will need to be allot more specific on what you are trying to do here. what is the difference in amps. what is the device Generally speaking it is good practice to only use the power supply that the device is rated for. the biggest issue you will have is this Power = voltage * current (simple version) if the power supply you had was 12v at 1 amps then you ca supply 12Watts of power if the power supply you had was 12v at 10 amps then you can supply 120Watts of power Just because you can supply 10 amps, and all you need is one, means your power supply is bigger than it needs to be. The device will draw what it is intended to draw. Just make sure the voltage matches.

Personally, I wouldn't use less than a 300 Watt power supply in that situation. But then, I never use less than a 500 Watt power supply when replacing a power supply or building a computer. Since electronic components typically fail more rapidly when they get hot, the larger power supply will usually last much longer. But that's just a suggestion.
