the french wanted it, they would not agree to German reunification* unless a common European currency would be created.
*after ww2 Germany was divided into 4 sectors, one under American, one under british, one under sowjet and one under french occupation. The three former formed west-Germany, the latter east Germany. those four powers had to agree to reunification before it could happen.
Because it doesn't have to. Of course it will be situated in a state of pressure from EU countries but rightfully it can keep its own money. This all comes of the fact that it may not have signed the Euro treaties (Maastricht and Rome).
The main cost of joining the Eurozone is loss of monetary policy - the ability to set your own interest rate.
- This cost depends on how integrated the country is with the rest of the Eurozone. If all Eurozone countries' economies fluctuated in the same way then one interest rate is all they'd need and so the cost of joining would be minimal.
The main benefit of joining is the boost in trade through exchange rate stability and removal of transaction costs.
- This benefit is mostly affected by how much potential trade that country has with the rest of the Eurozone
So if governments believe costs are greater than benefits they will not join.

It will make it easier for tourist because they will not have to exchange money in evey country in the European Union.
17 of the 27 members of the European Union use the Euro as their currency. It is part of the process of monetary union.
No. The European Commission is one of the institutions of the European Union. It consists of one person from each member country, who are then allocated a particular area of responsibility, similar to what a minister would have in a government.
A country may not want to join the European Union because they seek neutrality, are doing fine on their own, or are displeased with the European Union (opposed of the idea or members or just displeased with the outcome [most important example is economic meltdown of the European Union]). EU has many laws that has to be adopted by the member countries. Member countries also may have to help other member countries in financial crisis. However, despite these reasons, almost all countries in Europe wish to join the European Union, either soon or in the near future.
Kazakhstan is not a member of the European Economic Union, and it would be unlikely to become part of that union because it is located in Asia, not in Europe.
... Germany?
I would say more advantages.

Yes, each country has their own policies. Ireland's would be influenced by the fact that they are a member country of the European Union.

They are people who do not support the European Union and think there are many flaws in it. The European Union is an organisation, but not everyone in each of the member country likes every aspect of it. Even some political parties in some countries do not favour aspects of membership of the European Union. There are 28 members, but not all of them use the Euro for example. So people or political parties that have problems with the European Union and do not like being in it and think it would be better to leave it are referred to as Euro sceptics. They are sceptical about the European Union. They are people who do not support the European Union and think there are many flaws in it. Although both are regions are located in Europe, Norway is its own country north of Europe, and is not a member of the European Union. Scotland is not a country, but a province part of the United Kingdoms, and consequently part of the European Union. After failing their first attempt at joining the European Union, Norway decided to stay out of European affairs and focus mainly on fishing and its sea product. Scotland, after receiving several dissatisfaction from the British, are now talking about leaving the United Kingdom, but would like to remain in the European Union and be recognized as their own member state.
Several European countries who are members of the EU political union, have chosen not to use the Euro as their currency - mainly because they feel that they will lose control of their domestic finances.
The European Union won't become one country because there's so many countries in the European Union (nearly every county in Europe) that there's no waythat they would all agree to become one single country. If they did then there would be countless problems and hold-backs.
... Germany?
No, because Eu citizenship is a consequence of Member State citizenship and it cannot exists independently. Eu passports are actually Member State passports that follow a common format: they are issued by the Member State, not by the European Union. You can obtain however residency and citizenship in a EU member state through investment. Some member states such as Bulgaria allow you to obtain a Bulgarian Citizenship without physically living in the country but you have to meet certain criteria.
No, China is not an EU member, China is in Asia. If China did apply to be in the European Union, they would be rejected, because China is a communist country whereas the EU is strictly democratic.
I would say more advantages.
