Servant of the Servants of God (in latin Servus Servorum Dei) was first used by Pope St. Gregory I (aka St. Gregory the Great), who reigned from 590 to 604 AD first used this as one of his titles. It seems that the Patriarch or Archbishop of Constantinople (John the Faster) had adopted the title "Ecumenical Patriarch," which come to think of it, is a title that the Patriarchs of Constantinople still use. Gregory thought "Ecumenical Patriarch" sounded grandiloquent, so he adopted the more humble "Servant of the Servants of God."
Perhaps he took his cue from Matthew 20: 25-27, "But Jesus called them unto him, and said, Ye know that the princes of the Gentiles exercise dominion over them, and they that are great exercise authority upon them. But it shall not be so among you: but whosoever will be great among you, let him be your minister; And whosoever will be chief among you, let him be your servant."
From Gregory to the ninth century, not all Popes used "Servant of the Servants of God" as a title, but since the ninth century all Popes have used the title, and every now and again a reigning king has adopted it as well.
