He is seen as a more liberal Saudi leader than those that have preceded him. As a part of that, he has vowed to give women the vote by 2015. It remains to be seen if he does that and whether or not it actually means anything (since women cannot drive to the polling stations, they may be unable to actually vote regardless of the laws).
