The ocean currents, which hit the UK from the west are warmer and keep it cooler there than the middle of the continent in North America. This also explains why Washington state is much less cold in the winter than Minnesota, at similar latitudes.

So to answer your question, a coastal city 30 N will most likely have a warmer average yearly temperature than a city at 40 N. As we orbit the sun, and rotate at the same time, places near the equator get more direct sunlight because they are the places the face the sun more directly. This direct sunlight makes them warmer than places farther away from the equator.

On the West Coast the air moves from the Pacific Ocean to the land. When Winter comes, the water is warmer than the air. Air pushes on the warm water and transports it over the coastal regions, and that warms the climate temperature. then in the Summer the cycle is complete opposite.
Not really because alligators need warmer water and WV has colder water so that's why they live in Florida mostly and other warmer body's of water.

The west coast is milder than the east coast (warmer in the winter and cooler in the summer) because of the California Current that starts from Alaska and runs down the west coast of North America. Gyres and winds that blow from west to east cause this current to happen. Because of this, the ocean moderates temperatures on land (since water has a high specific heat), which is why the west coast never snows in winter and rarely gets above 80 degrees in summer.
