Because most viruses aren't gong to ask permission to install on your computer. If you saw a popup that said: Do you want to install this virus? Yes or No? what would you click on? I can tell you right now, that I would click "No", and then restart my computer. So, that it why hackers design viruses so that they do not need permission to install.
