The population of bald and golden eagles is actually growing in many places. You didn't say WHERE you are talking about, but in my area of Southern BC, near Harrison Lake, they have a Bald Eagle festival every November. The reason for this timing is that is when the salmon migration happens. Part of this festival is an eagle count and the number of eagles seen steadily goes up every year. Local population around Harrison Lake and Chehalis Flats is in excess of 10,000 currently and increasing every year.
According to USFWS, the bald eagle populations of Alaska, Minnesota and Florida are also increasing annually.
Although numbers are very hard to estimate, the current level is about 100,000 in Alaska, over 22,000 in British Columbia, over 3,000 in Minnesota and about 2,000 in Florida. Many other northern US states have smaller populations of bald eagles also.
Where exactly do you believe they are declining
