If by "cure" you mean make safe to drink, it can be boiled, or treated with a disinfecting chemical, such as chlorine. It can also be treated with ultraviolet light.

Chlorine can prevent such diseases by killing them in the water supply before they can reach humans-- it is very common for tap water to be treated at some point with chlorine in order to kill off unwanted or dangerous microorganisms.
An effluent before it is to be discharged has to be treated to kill its hazardous effects. If an effluent is acideic , than it has to be neutralized using some base like hydroxides to make it neutral and if its too basic then Sulphuric acid is added to make it neutral. ALso floculants and co-agulants are also used to remove the impurities and solid wastes present in the liquid.After that many pH test,conductivity tests and its concentration is examined before it is discharged. All this is carried out in ETP plant.
Most water flows through rivers. Sewage is usually treated, by digestion of the organic matter by microorganisms, followed by allowing the sludge to settle before it is discharged to rivers or the sea. When the amount of water exceeds the capability of the sewage plant to treat it, raw sewage is discharged to sea.
