I believe that the Northeast US is the most densely populated part of the country. New York City and Northern NJ have a few of the most densely populated counties in the entire country, and then there are other major and minor cities that are all within 10 hours driving and contain heavily populated suburban areas to go along (DC, Boston, Philly, Baltimore, Hartford, Providence, Newark, Richmond, etc.). That said California is the most populated state but I believe the volume of land spreads it out well.
The Eastern US was first to be colonized by the English and therefore has had more time to grow in population. It took a full 200 years before much of the west became even known of led alone populated. Also, during the industrial revolution, people tended to start to move into cities which were mostly on the east coast. Finally, immigrants, who numbered in the millions, first came to America through New York on the east coast.
That is not the case. The top ten states ranked by population density are:
California ranks 11th, Washington ranks 25th and Oregon is number 39. Four US States (North Dakota, Montana, Wyoming and Alaska) have a population density of less then 10 persons per square mile. The United States continues to have plenty of "Elbow Room" and sustainable growth can continue for decades.

There is more precipitation in the eastern half of the U.S. than the western half of the country. This is due to the Rockie Mountain chain that determines where the precipitation will fall. Moisture is also picked up in the Gulf of Mexico which results in more rain being deposited on the eastern half of the country.
