Why is the good samaritan important?

The parable of the good Samaritan was told in answer to the question: Who is my neighbor? This is in the context of the commandment to "love your neighbor as yourself." The parable has 2 respected community members fail to live up to that commandment, and then an outcast comes by and takes his obligation seriously. That outcast is the model of how we should act, and by implication, we should be including that outcast among the neighbors we should love.
