Because when they built the tower after the third floor, they tried to correct the inclination to keep the center of weight well inside the basement. The result is that the tower is slightly banana-shaped. We can appreciate the different inclination in particular on the last floor.

If the tower was straightened completely, the center of weight will cause the tower to fall on the opposite side.

The tower at Pisa was built completely vertical, or plumb.

The ground under one side was wet and grainy, and a little bit at a time gave way, causing that side of the tower to drop. Of course the result is that the tower tipped a bit on the side where the faulty soil was.

It wasn't built that way. The foundations were not strong enough to properly support it, so after it was built it started to lean.
it wasnt but when it was built the ground was unstable and mushy so it started to lean.
The tower of Pisa was not "built to lean." the tower was originally built straight up and down, but because of poor soil and under-engineered foundations, the building suffered from differential settlement and began to tip. Since then the foundations have been fortified/secured so that it will not settle any more and is safe to visit.

They didn't mean to.

The soil where they built was too soft for the type and size of Foundations they used. One side sank a bit more than the other simply due to the weight of the Tower, which made it lean.

The people who were building the leaning tower of Pisa didn't mean to put the tilt in, it was because of poor planning.
