Scientifically it has to do with body temperature. In African Elephants we observer large ears that let off a lot of heat. In warm dry places many body parts grow larger to maximize the release of excess heat. This is usually the cause for black and Arab genitalia to grow larger than that of other groups. However likewise the opposite affect occurs in areas of cold weather. In cold temperatures its rather impractical to have a large genitalia with especially when you need as much body heat as you can muster.
To sum it up Black and Arab grow larger to let off heat and Scandinavians and other such groups shrink to conserve body heat.
