It is cold because the heat is light passing through, light that is not significantly absorbed, so the medium through which the light passes is not warmed by it. Heating a gas by radiation requires absorbing some of the radiation. Think of heat as flying glass, crumped fenders, loud noise, and clouds of steam in multi-car pileups.
