The Navy's technical term for it is a "white hat", but sailors have long referred to it as a "Dixie Cup" because when worn it looks like an ice cream dixie cup. The Navy briefly changed to combination caps in the '70's, but the lack of distinction between junior enlisteds and seniors, as well as officers, led the Navy to change back to traditional uniforms in late '79. I was one of the first sailors (having to buy one myself from the uniform shop as they weren't being issued yet) to leave boot camp in a set of Crackerjacks in many years.
The size of the Dixie cup depends on how many milliliters are in it. It can range from 250 milliliters in a small Dixie cup, to 1000 milliliters in a larger cup.
The Dixie tableware napkins are indeed absorbent, and can take care of roughly half a cup of water.
