Because Canada wants more money to dig it self out of its dept it created.
the goverment plans on shipping oil to China, but they shouldnt do it! They could start an oil spill that could kill China`s waters that are important to them for fishing, then they will sue Canada for the damage by the oil spill and in the long run China's waters will be ruined, and Canada will be in more dept
