Who knows? I guess it is quite a mixed temperature, but I'm annoyed as I've spent hours searching for many answers and I'm stuck! I don't own any geography related books!If you know please help me!

it is so cold because water comes down from Alaska and it travels down the west coast. This water does not warm up again till it reaches the equator. Also, the Pacific Ocean has upwellings, which is when cold water from the bottom of the ocean rises to the top of the ocean as the water that was on top goes out to sea. This makes cold water always come to the top of the ocean. Also when wind is at the right angle, it pushes water out to sea, and that water is replaced by cold water that rises from the depths.

Think of it like putting a pot of water on a stove to boil -- the water doesn't boil immediately, it takes a while to heat up. Oceans are the same way -- it takes those 2-3 months for the heat from the air to transfer to the oceans.

On the flip side, late winter and early spring see the coldest ocean temperatures.

To my knowledge, it hasn't. There is a thermometer in the ocean at the equator called the bucket thermometer that has been there for over 100 years and it has not changed in that amount of time according to NOAA, . You may have heard that more ice if forming, which is true, but that does not mean that the ocean is getting colder.
