The Federal Government will tax water rights so that part of the water rebuild the aquifer. There will come a point when it will become too expensive for a number of people to continue to draw water from it. The cities will realize it is a finite source. They will restrict lawn watering and use reverse osmosis. At that point it will stabilize. (Maybe)
