Natural Resources are not equally spread anywhere in the world. In particular, petroleum only exists in those places where, 300 million years ago, there used to be massive forests. There was a spectacular one around what is now the Persian Gulf, which is why those countries have large oil deposits. However, there was not one in the Levant region, resulting in the petroleum poverty in that region.
