The Pope was a powerful figure because of the position he held. The Roman Catholic Church was thought of as controlling you for all eternity, so you would want to respect its leader!
The Prime Minister is the highest elected power, but the Governer General is appointed by and represents the Queen in Canada. That role today is more then less a novelty position, but law is law, and the Governer General is therefore the most powerful figure in Canadian politics.
