The pipe is there because that is what was inserted into the ocean floor as the well was dug. When you drill a hole you need to surround the inside of the hole in order to provide an uncontaminated route for the liquid oil to flow through. Also the pipe prevents the surrounding dirt from falling back into the hold and pluging it up. Even were they to grab the edges of this pipe and pull it out somehow the tremendous pressure of the escaping oil would prevent the dirt from filling it back in and then they would have nothing to grab onto to build a containment.
