The pipe is there because that is what was inserted into the ocean floor as the well was dug. When you drill a hole you need to surround the inside of the hole in order to provide an uncontaminated route for the liquid oil to flow through. Also the pipe prevents the surrounding dirt from falling back into the hold and pluging it up. Even were they to grab the edges of this pipe and pull it out somehow the tremendous pressure of the escaping oil would prevent the dirt from filling it back in and then they would have nothing to grab onto to build a containment.

The Mexican oil spill could have been prevented. All oil spills could have been prevented if it weren't for careless people! An automatic switch should have been installed on the inside of the pipe.

What is the liquid flow rate of a 21 diameter pipe at 40000 psi?

I can not provide an estimate. In calculation of flow out of a pipe, more information would be needed. Since you have asked this under the category of the oil spill, I assume you are asking what is the flow of oil out a vertical pipe, if the pressure at the bottom is 40,000 psi, and the diameter is 21". You need to specify the length of the pipe and all properties of the fluid. Since you are asking this in relation to the BP oil spill, gas will come out of solution as the oil is coming to the surface (or sea floor) making the calculations far from simple. There are a number of commercial pipe flow simulators. Again, for the BP spill, a team of scientists and engineers are using pipe flow simulation , if possible, and other methods to estimate the flow.
