The red cross is actually an international humanitarian agency promoting health. Its symbol is adopted by the ambulances and hospitals worldwide. The red crescent is used in Muslim countries and was started by the Ottoman empire, back in 1906. The Red cross dates back to 1864. So, on the ambulance it simply means that it has to do with taking care of human health and suffering.

An ambulance is an emergency vehicle that attends traffic accidents if there are casualties. The ambulance personnel give immediate first aid, and ensure the casualties are made stable, and transport them to hospital if required. Most modern ambulances have a driver and a mate (both trained in giving basic medical aid), and there may also be a paramedic, either travelling in the ambulance, or in a car that can arrive at the scene first.
