Assuming you meant New York City, not New York State: Unlike Kansas, New York City is a densely populated place. When a city is very crowded, space becomes very valuable.
Rent in Manhattan is especially expensive, much more expensive than the other 4 boroughs, because Manhattan is even more crowded than the other 4 boroughs. With a population density of about 71,000 people per square mile, it is one of the most densely populated areas on earth.
Additionally, Manhattan is the social, cultural and financial center of New York City. So much so that the other 4 boroughs are referred to as "the outer boroughs." Everyone in New York City wants to live in Manhattan, because that is where all the action is. Most people only settle for one of the other 4 boroughs because they cannot afford Manhattan.
Manhattan is a very crowded place that millions and millions of people want to live in. Such a high demand for such limited space will naturally result in exorbitant rent prices.
