There is currently not a drought in the Sacramento area. Rainfall is tracking normal amounts for the season to date. However, large reservoirs are still not filling from three previous years of below-average rain and snow. Water demands, expectations, allocations, and contracted quantities are higher than the real water supply over the long term. Limitations were imposed by courts and federal regulations on pumping water south from the Delta due to mistakes in environmental documentation by federal and state agencies that violated the Endangered Species Act.
