Sounds like you got a leak somewhere - get your car up on a lift and check as much as the fuel line as you can see.
Any fuel spill,storage or leak can cause fuel odor inside the car.

It is inside the fuel tank. On alot of Toyotas there is an access panel to the top of the tank under the rear seat bottom cushion. Be carefull not to spill any fuel inside your car, very hard to get rid of the odor.
