They are called wattles and have absolutely no purpose other than to adorn the neck. Any breed can have them, any sex can have them- not all goats have them, they "seem" to be genetic. Sometimes a goat will have only one, sometimes they will not be on the neck but under the ears like earrings or offset. They do no harm to have them other than when little babies are first born they may suck on each others wattles and they could get raw this way. They do have feeling and a blood supply and it is not a good thing to "cut them off" as some people have suggested.
