Something is negatively modifying it. There are a few causes - injuries, lack of weapon skill or wielding too heavy a weapon can do it. Check the EFF tab on your stats screen, to see what active modifiers are affecting you.
it has to do with either your karma or the clothes you are wearing they change your skills and your special stats. You might also have taken a crippling injury, check your status.
