This is because the people of the favela lack education. This then leads to why they don't have a job. They need a way to support their family and themselves, so they join gangs and get paid for working with them. It is a bad way of getting money, but they don't need any qualifications or any education for it. Mostly because the leaders of the gangs don't care. They just want people to work for them.
