Headlights Work on One Side, but NOT the other
This suggests that the portion of the wiring which serves the left headlight has developed what is called an "open circuit" condition.
Without doing a "hands on troubleshooting" of your vehicle none of us can tell you exactly is the cause of the open circuit.
Here are some possible culprits:
1. A connector plug in that part of the circuit has worked loose and is "unplugged."
2. Corrosion or road film has accumulated inside of any one or more of the connectors/plug in that part of the circuit, and is "blocking" the flow of current between its metal contacts.
3. One or more wires in that circuit has been cut, pulled apart, or broken.
Find the fault, fix it, and the problem will go away. Good luck.

The current is 0. Current is the unit of flow of electrons in a circuit, and in an open circuit, electrons cannot flow. Therefore there is 0 current. Another way to look at it is that I = V / R, where I = Amps (current), V = voltage, and R = resistance (impedance). In an open circuit, the impedance is infinite, and by using our math skills, we know that X (or V in our case) divided by infinity, is 0. I = V / Infinity = 0
Yes, that would be expected. Starting the motor takes a great deal of current, headlights much less.
The most common cause for dim headlights is a bad ground connection. Headlights draw a relatively large amount of current. Any loose or corroded connection in the circuit will drop a large amount of voltage, which doesn't leave enough for the headlights to operate properly.
