The HIV mutates too quickly as it infects new hosts. A new vaccine has to constantly be made all the newly infected individuals, which would cost too much.

Scientists are still working on trying to find a multi-HIV vaccine that can prevent at least two different HIV from infecting a person.

Vaccines work on the principle of prior exposure = identification. That is, by exposing the body's immune system to a virus, the immune system "learns" to identify this virus as foreign (and something to be killed). Future exposures will then cause an immediate rallying of the immune system to expel this invader.

However, HIV has proven difficult to produce a vaccine for, due to several unusual factors. Firstly, HIV is a very "tricky" virus - the external protein identification marks a varied and difficult to identify, making it hard for the immune system to determine exactly what it is being invaded by. Secondly, HIV attacks the immune system itself, rather than other cells. So, when first exposed, HIV assaults the very defense that the body is trying to put up - in essence, it cripples the body's attempt to create a "known profile" of the invading HIV. Finally, HIV is one of a small family of retrovirii, which means that, rather than take over a cell and force that cell to replicate more virus capsules, HIV inserts DNA directly into infected cells, in essence converting the very cell into a HIV-carrier. Thus, HIV subverts the whole immune response, as it becomes part of the host.

Vaccines are extremely difficult to produce because in order to work, they somehow have to "teach" the immune system how to recognize HIV, without using all the tricks HIV normally employs. The ordinary way of producing vaccines is to use "dead" or "suppressed" copies of the virus one is inoculating against, to provide the body with a mostly-harmless copy from which to learn. HIV cannot be made harmless and still retain any usefulness - that is, a dead HIV sample won't cause the immune system to learn how to repel a live HIV infection.

So, and HIV vaccine has to somehow come up with other methods to teach the immune system not only how to recognized the crafty invading HIV itself, but also how to identify the mutated immune system cells that HIV has infected. This is why a vaccine has so far proved elusive.

On recently has a vaccine for ANY form of retrovirus been developed (the various Hepatitis variants), and HIV is a far more slippery virus than Hepatitis.

The virus that causes AIDS is HIV. It mutates rapidly and because of that it has been very difficult to produce a vaccine for it.
It may be possible to come up with a functional cure where the virus will be forced to remain dormant.
The problem with this is that the virus will still remain in the body and can become active later in life. This is the way that the disease shingles (recurring chickenpox) occurs.
