== == == == You may have a bad hot or a bad neutral, or both. This circuit should be protected by a GFCI and is covered in the NEC Code Book.
In many localities (Towns/States) there are now wiring code requirements for a bath sink light to be GFCI protected.
LIFE SAFETY WARNING! [disclaimer]
Electricity is dangerous!
You can be injured or killed!
Improper installations can cause fire, injury and death!
Should you be doing this yourself?)
This is one of those questions - if you know this little, you shouldn't be doing what you are doing...
No disrespect intended, but this is SO basic that it suggests you have not studied the subject at all!
There are many good reference books and course books to study from.
Troubleshooting is the height of the art.
The only reason there is "not enough voltage" somewhere is because there is a
partially open connection providing resistance and a location to allow a voltage drop [bad splice, bad switch, bad breaker, broken wire, burned splice, ...].
It is the knowledge of how electricity works, and of the methods and materials used to create a functional wiring system, that enables a skilled troubleshooter to locate the problem and repair it.
Where should the "voltage" be, and how does it get there?
When you understand that, you will understand what is keeping it from getting where it should be...
Happy hunting! <><><>
As always, if you are in doubt about what to do, the best advice anyone should give you is to call a licensed electrician to advise what work is needed.
Before you do any work yourself,
on electrical circuits, equipment or appliances,
always use a test meter to ensure the circuit is, in fact, de-energized.
IF YOU ARE NOT ALREADY SURE YOU CAN DO THIS JOB
SAFELY AND COMPETENTLY

Switching a light fixture requires the following steps. First, remove the old fixture. Second, you must disconnect the wiring. Third, a junction box must be installed. Finally, a new fixture must be installed. Detailed instructions can be found here: http://www.diynetwork.com/how-to/replace-a-bathroom-light-fixture/index.html
"Fixture" generally refers to things permanently attached to the structure. A light fixture would be one example, screwed to the wall or ceiling. The light fixture, also called a luminaire, would include devices for holding the lighting elements, supplying electricity to them, enclosing the connections for safety, and means for attaching it to the electrical supply permanently. A "fixture" could, in theory, dangle from a cord permanently attached to a suitable support. For contrast, a cord-connected device would not be a fixture. In fact, it is often illegal to use cord and plug on any appliance that is permanently attached (e.g., screwed in or with water pipes attached).
To remove a glued on bathroom light fixture from a mirror, the best product to use is WD-40. Spray on the WD-40 and wait a few minutes while holding up the light fixture so it will not suddenly fall. Gently pull on the light fixture while using a putty knife to scrape the area underneath the lamp next to the mirror. Glue residue can also be cleaned up with the WD-40 after the fixture releases.
A "fixture unit" is used to design the pipe sizes in a plumbing system. It does not equate directly to gallons because not all of the fixtures (aka sinks, toilets, tubs etc etc) will be "running" at the same time. Each fixture is assigned a "fixture unit" load by the local authority having jurisdiction (aka the local plumbing code). These are added to together and tables are used to determine the pipe size. EG, a typical bathroom sink is assigned 1.5SWFU (supply water Fixture units) and 1.5DFU (drainage fixture units) BUT a toilet might be 2.2SWFU and 4DFU.
This is old school technology and hasn't been done for years in construction. What used to happen, the bathroom being a small room didn't have much ceiling area. Centrally locating the heat lamp fixture to a good position sometimes positioned the fixture in the radius of the in-swinging bathroom door. On many occasions the door was left under the heat lamp with the lamp on and the door caught fire from the build up of heat from the lamp. The electrical code made a revision to keep the fixture out of the arc radius of the door and this made for some strange locations of the fixture. The installing of heat lamp fixtures has just gone out of favour. It has been replaced with in floor heating in bathrooms.
