Yes. one can have a funeral on Tisha B'Av as the only reason that a funeral is delayed is because it is forbidden to do things required such as digging the grave, making the coffin, carrying the coffin, etc. This would only be on Shabbos (the Sabbath) or Yom Tov (the holy days) when such actions are forbidden. I actually attended such a funeral on Tisha B'Av 5772 (2012).
