If the odor is caused by something else it won't. On balance it probably is. It is likely that you have some sort of infection that needs treatment as a healthy penis with or without smegma should not stink. If you are intact and your foreskin is uncomfortably tight but has been retracted then simply doing some foreskin stretching exercises will alleviate your problem.
