Almost certainly, because it's blocked. This could be as a result of masonry becoming dislodged from between the bricks, because a bird has built a nest up there, because a storm has blown debris into the chimney, or a number of other reasons.
My advice is to get it swept and cleared, as a blocked chimney can be dangerous and catch fire- but check that any nesting birds will not be harmed in the process!!
