Not everyone speaks the same language. For a person who is learned, in perhaps, English, let's say, to understand someone who speaks, let's say, Spanish, the Englishman must first either...learn Spanish...which is really tedious...and unnecessary if there was a bilingual translator available.

It's the same for code format, sign language, etc.
