Veins bulge when the pressure of the blood inside of them increases. The neck veins drain into the chest to pressure inside the chest, such as from bearing down when you cough, sneeze or hold your breath can cause the veins to bulge. Some people just naturally have more prominent neck veins and so most bulging is normal. There are some serious things that can cause abnormal bulging so if it seems like it is unusual see your doctor.

Because the valves in the veins of the leg are not properly functioning and leading to the blood pooling in the veins of the leg, thus giving bulging appearence to the leg.
