The moon has no atmosphere, hence, sound cannot travel directly from one person's mouth to another person's ear. Of course, that would not be the biggest concern of anyone exposed to the vacuum, since such a person not only couldn't speak, but couldn't breathe, either, and would die rapidly from depressurization. However, with the right kind of equipment, it is possible to communicate verbally on the moon. Two people, wearing spacesuits, can communicate with each other by radio. Alternatively, you could have a pressurized container on the moon, inside which there is air and verbal communication. There might be whole cities on the moon, someday, with their own air supply.
