Because of:
1. The diversity in duration and modalities of training delivery -Vocational Education training could be short as a few days or weeks or cover long period of time - may be upto three years. Some programmes are Instutional based while others are strongly rely on dual system (on-job training). And therefore, to be able make comparisons between various categories of the Institutions the Vocational Education programmes must be classified according to their duration, training modalities, and then assess funding for the different Vocational Education training courses
2. Training materials: It is obvious that some courses are more expensive than others, depending on their specification . For Instance, some courses requires the use of sophisticated machine, equipments, tools, numerical controlled machines and etc which are very capital intensive.

A vocational education is training in an area. A dental assistant would be a vocational field. You are taught a job in 9-to a year in a vocational program. A private school in this area can be very expensive, but community college often offer the same training for less. A liberal arts education leads to a 4 year degree of a BA, so you are attending college/university. This leads to a profession.
