Because at the time the Union Jack was created in the early 18th Century, Wales was not legally considered to be a seperate nation and was regarded as being part of England. It was thus not deemed worth including any Welsh symbolism in it. Wales was only disestablished as having seperate national recognition again in Edwardian times.

There has recently been a minority campaign to get the Red Dragon included on the Union Jack, but by now most Welsh people don't WANT to be associated with it- they see the Union Jack as the flag of the occupier, and their first loyalty is to the Welsh flag.
