Because at the time the Union Jack was designed in the early 18th Century, Wales was legally considered to be a part of England and thus not worthy of being legitimised as a seperate entity with a flag of it's own.

In recent years, there has been a sporadic camapign in Wales to get the Red Dragon added to it, but by now most Welsh people do not WANT the Welsh flag included! They see themselves as Welsh first and British second (if at all), and fly the Red Dragon in preference to the Union Jack.
