Simply because of the space that would be needed for the wind-turbines ! The amount of power produced by a single wind turbine is relatively small. In order to power a large city, you would need thousands of turbines - which would occupy huge swathes of land !

Sure they can. Hydro power for instance can have huge capacity.
I would imagine it would be hard to keep your car connected to a large river that would be needed to generate the electricity while you were on the highway, other drivers might not like all the water it left on the road too.
