There are RAM upgrade chips that come in 500 megabyte and 1 gigabyte forms. The culprit is the RAM, which if it is really slow, it may be around 200 megabytes of RAM.
Though, if the RAM turns out not to be the culprit, then your processor is the only other suspect. Any processor that is not over 1 gigahertz is too slow for this day and age. There's not much you can do about a slow processor.
