You need three things for ignition, fuel, spark, and a correct amount of O2 compression(air). You have the two, maybe the timing is off not allowing the correct amount of compression for ignition, belt jump or plug wires not in the correct position. If the timing belt has just been replaced double check all of the timing marks. Check, test or replace the crank angle sensor. You say you have fuel but is it enough? Check the fuel pressure to be sure.
If water or oil is getting into a couple of cylinders, the plugs can be fouled and not sparking which can keep it from starting.
If you have access to a power probe, use a power probe and see if your getting power to at lease going through the wires. Maybe your actually plugs are messed up.
As long as it is running, & starting good, & getting good mileage, change them at 100,000 miles.

Under passanger's seat. It is a black box with two plugs on opposite sides.
Sounds like the injectors are failing by staying open too long. Probably time for new injectors. Impossible to test without an inline injector tester. Hope this helps.
if you were getting oil on your plugs it would smoke something cronic,try looking more into your ignition system if its starting problems if it has a distributor have a look at your points under the cap, if it is Electonic ignition have a look at your crank angle sensor or cam angle sensor.
